Is my voice breaking?

My voice sounds weird and I can't walk high pitch and it single squeaked once yesterday. i got this sensation surrounded by my throat that makes me keep hold of wanting to cough and "ahem". however, when i exhale totally, there is this reflective rumbling in my chest like when I hold phlegm. is my voice breaking or is that a hoarse throat with phlegm?
