I breakout almost every time I shave, how can I avoid that?

I have used both electric and manual razor, various different lotions, creams, gel, etc, and I still get a doomed to failure rash or breakout. Most of the time I am fine the first hours of daylight but the next year its there and it is both repulsive and painful. Is at hand a good track to keep from getting the breakouts? It is usually below my chin and on my neck and sometimes on the sides of my chin.
