How to remove stubble on legs?

hiya im a guy and im just wondering why does my leg hair grow back so rapid... will they gradually slow down on the growing if i hold shaving them.. and another question why is it that when i shave i dont return with all the hair even though i pass through my complete leg theres always little hair left that cant be cut... how do i remove those... pls inform me all you know for first time shavers.
