That's just a sweeping statement. There's short foreskins and long ones. There's loose circumcisions and tight ones.

The foreskin in an uncircumcised guy slides back if you verbs it and also when hard.

Circumcision is when you remove the foreskin. If you've seen pictures or drawings of a penis that have a little slit at the finishing and where the herald is smooth and maybe rosy that is a circumcised penis. A organic penis would have regular skin all the bearing to the tip, and a circular hole at the end instead of a slit.

Circumcision is done any for religious reasons (in the overnight case of Jews and Muslims) or often it's done surrounded by infancy because it's supposed to be more hygenic (in a natural penis fluid builds up between the foreskin and the skin underneath and that can sometimes basis problems). But really, the hygene benefit is marginal (few circumcised men actually own any problems) and there are significant downsides. The under-skin is smaller amount sensitive than the foreskin so circumcision reduces penis sensation, and... resourcefully, it involves cutting bad part of your penis, which can head to complications. Thankfully the procedure is becoming less popular contained by the US as time passes.
