Hi! My liittle brother is 12 and does not think he have hit puberty yet. Last darkness at midnight i went to travel to the bathroom and he walkedin on me. He asked me if he could masterbate. I wasn't sure what to tell him. Can he masterbate beforehand puberty?

Even infants have be observed to engage within masturbation, so there's no age limitation! In babies it's called a "gratification disorder," but as you would expect that's ridiculous as it's completely normal and crude. Even some animals do it.
Like some others have said, if he hasn't hit puberty even so then he might not know how to ejaculate, or possibly even orgasm. Since he's clearly at least somewhat comfortable discussion to you about these things, it might be a dutiful idea for you to briefly explain them to him a moment ago in baggage he doesn't know. I've heard some guys speak that the first time they ejaculated they have no idea what it be and thought that it must be a sign of some terrible disease!
