Your testicles will draw up when it is cold and when u r aroused. As for them getting strong, I would think it is more because the hold drawn up into ur body for conserving heat and may seam sturdy. Now if they are hard to the touch and r bloody then u best turn see a doc and have it check out. My BIL have something like that. His be painful as it turned out he have testicular cancer. It is best to rule things out than be sorry subsequently. His went to far he is gone in a minute. Best of luck to u.
It's not that they attain harder but that the tissue surrounding them get contracted when you are cold to conserve body fry so it feels resembling they are harder just because adjectives the blood flow is being constricted to that nouns
