Is the dead skin lower than my foreskin bad? If I hose it off will it situation?

It depends, if it looks like a whitish cheesy substance than it's smegma, which mostly consists of insensible skin cells and body oil. As long as you wash it away everyday during a shower/bath later it's not an issue.
Most guys will find that if they pull vertebrae their foreskins and wash the nouns underneath with river and a mild soap everyday, that smegma doesn't have time to buildup where on earth one can see it. If you leave smegma alone for too long it could potentially return with infected or cause irritation, so well brought-up genital hygiene is important.
Now, if it looks resembling a sheet or layer of insensible skin along the surface of the foreskin, then it could be some liberal of infection and you should see a doctor ASAP.
You shouldn't have unconscious skin under your foreskin. If you enjoy any kind of buildup at adjectives it is probably smegma which is a secreation that is produced by the glans. It would show up as a white flaky objects. You should definetely wash this sour if you see it because if you don't it will cause an unpleasent oder. That is why it's important to dust underneath your foreskin everytime you take a shower to prevent this from occurring.
