No, shaving will not necessarily spur or increase chest hair growth. Genetics is a knob factor that determines whether or not you will have a unshorn chest.

In all probability, if you haven't done so at the age of 28, you will not grow any spike on your chest.

IF you shave any member of your body, it will not make curls grow. I doubt you'll grow any more body hair.
