I know you guys are tired of this crap, but I don't know what to do. My left testi hasn't descended but, and I think this is contributing to this. I'm hoping I'm a overdue, bloomer, but if anyone has guidance...

Your testicals should hold descended soon after birth not during puberty. You need to see your Doctor as for your penis length you are average which is between 4.5 and 7 inches but look at it this path if your equipment works as it should be happy.

17 years matured is when puberty usually ends, but since you are a late bloomer, it can extend furthermore.
Are you over substance? When did you start shaving? Arm pit hair? Testical Hair?
All these factor attribute to penile growth. Being over weight is a big factor of a small penis, as if you lose shipment, your penis can gain an inch. If you started shaving late afterwards don't worry, your hormones are still producing. You should be fine.
