Libraries aren't supposed to be censored. The staff is expected to keep popular emergency and a limited budget surrounded by mind when purchasing books, but many of accounts are donated. The only restrictions are supposed to be on where on earth the books are displayed and who have access to them.
I have found grown books (not sexual, just adult) on the Juvenile shelves, apparently base on the cover art (the novelization of "Forbidden Planet" and the annotated "Gulliver's Travels," for example), and the staff was extraordinarily responsive in re-cataloging them.

a library is a place for background and learning. It is up to the individual partaking or seeking the education of a certain issue to use their own judgement. It is not for the library boards to desire what should be censored or not. Morality is based on the individual.What some may believe to be perverted others may see as fluent. In the early 1900's books be censored and even banned. Many be arrested for reading and even writing books on such materials. That lack of practice caused a huge spread of disease and verbal abuse.
All the materials within these books may not be the most morally correct but who's to say-so what knowledge is virtuous and what knowledge is unpromising.
