To start bad, this shouldn't be happening, so don't expect that's something that a foreskin automatically brings. In fact, a as a rule working foreskin should be fine and no worries.
The problem seems to be that your foreskin is too tight and it get stuck behind the person in charge.
You need to find the foreskin loose so it can slide up and down. When you have sex and during masturbation, a generally sliding foreskin will rub the head when it slides up and down, and since it's already lubricated on the inside, it feel good.
Here's some info on getting it loose. Especially try the cream; it's greatly cheaper, painless, and almost risk free.

Some may say that circumcision will fix it, but circumcision's risks include decline in sensitivity and pleasure, and making masturbation more difficult according to studies. There's a common sense why the USA is the last remaining advanced nation still doing it, and even so, it's getting greatly less popular (as low as 14% within some states compared to being almost global a few decades ago). I would save that as a end resort.

You would have to receive it done by a proper doctor and also the difference between a small circumcision and a normal one is that contained by a normal circumcision, the penis is cut more and is the actual opening of doing it. i enjoy a foreskin and im thinking about gettin it cut but im sure they put you beneath an anesthetic and yes you have to recompensenot quite sure what yoru problem is but it sounds resembling yoru foreskin may be a little tight and thus when retracted, it isn;t returning to it's typical position covering the glans/head. While you could get circumcized to do away with the problem, keep within mind a circumcision also removes a lot of especially sensitive nerves that produce tons of pleasure during sex. So you might prefer to try foreskin stretching to alleviate the problem you have. that wil loosen it up satisfactory to retract and return easily while still going away you will all the regular sensitivity of a penis with foreskin.

In any case, from your supplementary description you seem to be suffering from paraphimosis. Ice/cold river won't do much and you'll need to squeeze the glans (penis head) to brand name it as small as possible and gently force the foreskin fund over it (I think I answered this within your previous question). It stings because the inner foreskin and the glans are very sensitive, and largely aren't meant to be exposed that means of access.
While I understand your desire for a circumcision to prevent this from scheduled, there are easier and cheaper ways (other than the alternative operation indicated above). First try to fix yourself of the paraphimosis. Once you do, that basically leaves you with phimosis which is much easier to treat (links 3, 4, 5, 6). Once you're cured of phimosis, you can prevent adjectives your problems from happening again beside good hygiene.
There are also other reason to not get circumcised (links 7, 8, 9). A working foreskin is preferrable to a circumcised penis, though a circumcised penis is preferrable to one near a foreskin that doesn't work normally. Good luck beside whatever you try and settle on.

If a circumcision is medically indicated it is free on the NHS. It is not too uncomfortable, saline baths for a week of so post op is often adjectives that is needed.
its free and it aint sore, anyone else who say so is just startle mongering. i had mine done on the nhs for free when i be 6 because i got a urine infection. they put you below local aneasthetic and your out the next afternoon. the stitches fall out over time next to baths, and it doesn't have to be "brackish baths". i am now 27 and my girlfriend say she prefers circumcision to foreskins. infact its more hygienic as you'd be surprised at the amount of bacteria that builds up underneath the fold of the foreskin.
