When i pull it pay for, it just roles stern up to wear it was within the first place... Is this normal? Is in attendance something that I can do to get it to stay down?

It all depends on its size and the size of the erection (or famine of) and of course... gravity. Either approach is normal.

Everyone's foreskin is different. They come in different length and different levels of tightness. The length of the frenulum (they Y shaped flap of skin right lower than the glans) is what determines how tight your foreskin is.
